2nd Circle Conference of BSNL, Chennai Telephone – BDPA (INDIA) held on 24.07.2022 at Annamalaiyar Mahal, Saidapet, Chennai-15 under the Presidentship of Shri R. Chandrasekharan, Circle President at 11.00 hours. National Flag was hosted by Shri D. Balasubramaniam, GS All India Federation of Pensioners Association , BDPA(I) flag was hosted by Shri D.D. Mistry GS BDPA (INDIA).
Opening ceremony of Photographs of late Shri B. Madhanagopal, Ex-ACS and late Shri V. Santhanam, Ex-Circle treasurer was performed by S/Shri D.D. Mistry and D. Balasubramanian.
Circle Conference was inaugurated by lighting a lamp by S/Shri D.D. Mistry, D. Balasubramanian, N.A. Patel, H.C. Bhatia, S. Lingamurthy , R. Selvakumer, A. Baby and other dignitaries.
Two minute silence was observed in the memories of departed members and dignitaries during the last two years.
Shri S. Lingamurthy, Circle Secretary, gave welcome speech and brief history of he Chennai circle.
Shri S. Lingamurthy welcomed guest by Shawl, Memento and Brief Case to all the invited guests.
Shri D. Balasubramania, gave brief history of AIFPA and enlighten on multiple activities being under taken by the Association. He said that the Federation is aware of irritating issue of BSNL Pensioners pension revision wef 01.01.2017 and making all efforts in this direction. He also spoke on CGHS wellness Centers issues in the Circle and need to improve their working. He said that GS BDPA (i) is Pillar of AIPFA and also occupies reputable position in Bharat Pensioner Samaj, New Delhi. He requested Chennai to get affiliated with Association.

Shri R. Selvakumar, Retd CAO BSNL Chennai Telephones also spoke on BSNL Pensioners issues and help extended to the pensioners by him.
S/Shri A. Gangadharan,Circle Prrsident, FNTO CTD, M. Subramanian, All India Organising Secretary, BDPA(I), R. Thirusangu, All India Organising Secretary, FNTO, Smt.. Selvi Krishnamoorthy, Treasurer, Chengalpattu Central District, Paattali Makkal Katchi and other leaders also spoke on BSNL Pensioners issues.
Shri D.D. Mistry GS spoke on present irritating issue of BSNL Pensioners Pension Revision pending since 01.01.2017. He have detailed report of his meetings with Officers in DoT New Delhi on 22nd and 23rd; with Member Services Mr. Haq and Mr. Verma, Joint Secretary DoT. On the issue of Anomaly, Mr. Verma said that he agrees that Anomaly is natural phenomena in other cases it arises after implementation of certain policy; whereas here it is foreseen. He also said that as per normal rules, Pension Revision always follows with Wage Revision of working employees; but since many Associations have represented to Govt. the Establishment Section is preparing workable formula with few options which will be examined by Finance Wing of the DoT and if came accepted, he will also consider it with sympathetic view.
We gave detailed representation on rejection of majority of cases by the BSNL Offices only on for want of Income Certificate from Collector/Tehsildar; which was not given by the applications due to certain handicapped imposed by various state governments. We urged him to instruct the authorities to accept criteria as contained in Pension Rules 2021, published on 23rd December, 2021. He assured us to look into.
We also pointed out that in Pension Adalat held by CCAs, majority of cases relates to service period of BSNL Pensioners and CCAs can not help; as the representatives of BSNL attending Pension Adalat are unware of the issues and not in a position to have their say and Pensioner suffers. He said specific cases which are abnormally delayed can be brought to his notice. We gave detailed letter to him.
On the CGHS issues, GS highlighted difficulties faced by the Pensioners, Association demand and efforts in this direction.
Shri S. Lingamurthy presented his activities report and accounts for the last two years and it was adopted.
Election of the office bearers was also conducted unanimously..
Conference was declared concluded and followed with Dinner for more than 80, pensioners, invitees and delegates.
