ADOPTION OF OLD PENSION SCHEME

Will the PRIME MINISTER be pleased to state:
(a) whether the Ministry plans to revert back to the Old Pension Scheme, if not, the reasons thereof;
(b) the steps taken by the Ministry to solve grievances of pensioners; and
(c) whether the Ministry plans to increase Government share in contribution in NPS, if not, the reasons therefor?

(a): The National Pension System (NPS) was introduced for Central Government employees vide Ministry of Finance (Department of Economic Affairs) Notification No. 5/7/2003-ECB & PR dated 22.12.2003 for all new recruits joining the Central Government service (except armed forces) from 01.01.2004.
On introduction of the National Pension System, the Central Civil Services (Pension) Rules, 1972 were amended. Accordingly, the benefits of old pension scheme under the Central Civil Services (Pension) Rules, 1972 are not admissible to the Central Government civil employees appointed on or after 01.01.2004, under the amended rules.
(b): Department of Pension and Pensioners’ Welfare monitors pension related grievances through online portal. The Department conducts regular Inter-Ministerial review meetings on delayed redressal of pension related grievances and also conducts Pension Adalat for redressal of long pending pension related grievances.
(c): Ministry of Finance has increased the Government share in contribution in National Pension System from 10 percent to 14 percent of the emoulments w.e.f. 01.04.2019.
