BRIEF NEWS ON VRS 2019

Question: The Government has announced VRS to BSNL Employees. BSNL was supposed to revise wages for its Employees from 1.1.2017. But it has not been done.
Has the BSNL Management any proposal to give benefit of Wage revision by merging basic wage and DA to the willing employees who have opted for VRS?
Reply: Wage revision is an option available. But I would like the Honourable Member and the House to know where we are finding it difficult to pay salary because of these things, let me first revive it. Once revival is there, surely, there is an option to be explored. But presently, my whole stress is upon reviving BSNL and MTNL, infusing funds and also VRS which I am focusing on.(NFTEVELLOREWEB)

Eligibility for 3rd PRC.
The Supreme Court judgement says that an employee who goes on VRS is not entitled for Wage Revision, implemented subsequently and retrospectively. As per the provision of the VRS-2019 also, employees who go on VRS are not entitled for 3rd Pay Revision. Para 8 (viii) of VRS 2019 Rule reads as follows:-
“The benefits payable under this scheme shall be in full and final settlement of all claims of whatsoever nature, whether arising under the scheme or otherwise.”
This means, the exgratia being paid to the VRS optees is the full and final settlement and thereafter, they are not entitled for the 3rd PRC, when implemented later on and retrospectively. (BSNLEUWEB)

Salary payment for Oct 2019: CMD informed that the salary for Oct 2019 could not be done today as planned earlier due to some urgent repayment of bank interest (Rs 200 Cr) and about 250 Cr shortage is there today. It may take another 4-5 working days to collect the amount for making the salary payment.
