MTNL-BSNL PENSIONERS PENSION REVISION – STATUS AS ON 13.03.2023.
On 13.03.2023; GS/ SNPWA, Com R. K. MUGAL and Com D.C Sharma met Member ( Services) and had a detailed discussion with him on this issue. They once again vehemently put forward our arguments justifying fixation of 15% fitment. He advised us to send some bullet points justifying 15% fitment on his whatsapp. We shall be sending shortly.
M( S) informed that the information sought from IFD has been received by Establishment Section and that towards the end of this week a conclusive discussion between M(S), M( Finance) and Secy(T) is likely to take place where the entire proposal, including the quantum of fixation will be discussed.
After that, based on the outcome of the discussion and decision between M(S), M(F) and Secy(T), Hon’ble MOC will be apprised about the issue next week.
Thereafter, depending on the decision of Hon MOC, Establishment Section will start preparing a consolidated note which will be sent to IFD and with the approval of M(F) and Secy( T), the file will be sent to D.O.E for their consideration and approval.
Member (Services) spoke to DDE(E)/ DOT on 5% IDA neutralization in MTNL. DDG(E) informed M (S) that she is in constant touch with the concerned officers of D.O. E and that D.O E is very shortly expected extend their approval for offsetting the liability of 5% of MTNL towards Govt. which was sent to D.O.E with the approval of Secy(T) more than eight months before. Thereafter D.O.T will immediately issue the orders for extending 5% IDA to Pensioners of MTNL who retired prior to 1.1.2018.
Meeting with Director (E)/ DOT. Director (E) confirmed that Establishment Section has received the data regarding financial implications from IFD and that Establishment Section will start preparation of the note after receiving necessary instructions from the higher authorities
Discussions with concerned officer in D.O.E:
Thereafter, they discussed the of 5% IDA neutralization of MTNL with concerned officer of D.O E in North Block who informed us that very shortly D.O.E is to approve waiving off 5% liability that MTNL had towards the Govt., based on decision of DOT, and the file will be sent to D.O.T for issuing of further orders. It is pertinent to mention that issuing of 5% IDA neutralization orders were held up only because of this liability that MTNL had on the Govt. This is an excellent and very positive news and breakthrough for our beloved Comrades of MTNL who retired prior to 1.1.2018 and had been languishing to get it since last five years.
They also took the time and date for meeting of Joint Forum of BSNL/ MTNL Pensioners from both M ( S) and M(F).
M(S) will meet the Joint Forum on 21st March, 23 at 1. 15 PM and M(F) will meet Joint Forum on 21st, 23 at 12 pm.
Met PPS to Secy(T) who categorically assured that he will also discuss with Secy(T) and intimate that date and timing of the meeting. with Joint Forum.
Incidentally met Director/ Finance/ BSNL Board in DOT
He informed that he is examining the issue of Income Tax on CGHS contribution and will decide soon on it;
Meeting with Sr GM(A)/ BSNL on the issue of processing proposal for approval of Director (HR)/ BSNL to allow BSNL employees to avail medical reimbursement on the basis of existing prescription during Pandemic in accordance to instructions of CGHS. Sr GM informed that proposal for this purpose will be shortly sent to Director (HR) for his approval. Already Director (HR) in our last meeting agreed to extend this concession to BSNL Employees on the lines of CGHS.
Unfortunately, PGM(P)/BSNL with whom we were expected to discuss implementation of Rule 206 in its totality according to Supreme Court Judgment is on leave and will join on 16th March, 2023.
Also PGM (E)/ BSNL and DGM(E) with whom they were to discuss the issue of officiating JTOs of Kerala. Unfortunately, both are on leave and are expected to join on 20th March, 2023.

13.03.2023 को; जीएस/एसएनपीडब्ल्यूए, कॉमरेड आरके मुगल और कॉमरेड डीसी शर्मा ने सदस्य (सर्विसेज) से मुलाकात की और इस मुद्दे पर उनके साथ विस्तृत चर्चा की। उन्होंने एक बार फिर 15% फिटमेंट के निर्धारण को सही ठहराते हुए हमारे तर्कों को जोरदार तरीके से आगे बढ़ाया। उन्होंने हमें अपने व्हाट्सएप पर 15% फिटमेंट को सही ठहराते हुए कुछ बुलेट पॉइंट भेजने की सलाह दी। हम शीघ्र ही भेज रहे होंगे।
एम (एस) ने सूचित किया कि आईएफडी से मांगी गई जानकारी स्थापना अनुभाग द्वारा प्राप्त की गई है और इस सप्ताह के अंत में एम (एस), एम (वित्त) और सचिव (टी) के बीच एक निर्णायक चर्चा होने की संभावना है जहां निर्धारण की मात्रा सहित पूरे प्रस्ताव पर चर्चा की जाएगी।
उसके बाद, एम (एस), एम (एफ) और सचिव (टी) के बीच चर्चा और निर्णय के आधार पर, माननीय एमओसी को अगले सप्ताह इस मुद्दे से अवगत कराया जाएगा।
तत्पश्चात, माननीय एमओसी के निर्णय के आधार पर, स्थापना अनुभाग एक समेकित नोट तैयार करना शुरू करेगा जिसे आईएफडी को भेजा जाएगा और एम (एफ) और सचिव (टी) के अनुमोदन के साथ, फ़ाइल को डीओई को उनके विचार के लिए भेजा जाएगा और अनुमति।
सदस्य (सेवाएं) ने एमटीएनएल में 5% आईडीए निष्प्रभावीकरण पर डीडीई (ई)/डीओटी से बात की। डीडीजी (ई) ने एम (एस) को सूचित किया कि वह डीओई के संबंधित अधिकारियों के साथ लगातार संपर्क में हैं और उम्मीद है कि डीओई जल्द ही सरकार के प्रति एमटीएनएल के 5% की देनदारी को ऑफसेट करने के लिए अपनी मंजूरी दे देंगे। जिसे सचिव (प्रौद्योगिकी) के अनुमोदन से आठ महीने से अधिक पहले डीओई को भेजा गया था। इसके बाद डीओटी तुरंत एमटीएनएल के पेंशनरों को 5% आईडीए बढ़ाने के आदेश जारी करेगा जो 1.1.2018 से पहले सेवानिवृत्त हुए थे।
निदेशक (ई)/डॉट के साथ बैठक। निदेशक (ई) ने पुष्टि की कि स्थापना अनुभाग को आईएफडी से वित्तीय निहितार्थ के संबंध में डेटा प्राप्त हुआ है और स्थापना अनुभाग उच्च अधिकारियों से आवश्यक निर्देश प्राप्त करने के बाद नोट तैयार करना शुरू कर देगा।
डीओई में संबंधित अधिकारी के साथ चर्चा:
इसके बाद, उन्होंने नॉर्थ ब्लॉक में डीओई के संबंधित अधिकारी के साथ एमटीएनएल के 5% आईडीए न्यूट्रलाइजेशन पर चर्चा की, जिन्होंने हमें सूचित किया कि बहुत जल्द डीओई 5% देनदारी को माफ करने की मंजूरी दे रहा है, जो एमटीएनएल सरकार के प्रति थी, डीओटी के निर्णय के आधार पर। और आगे के आदेश जारी करने के लिए फाइल डीओटी को भेजी जाएगी। यह उल्लेख करना उचित है कि 5% आईडीए निष्प्रभावीकरण आदेश जारी करना केवल इस दायित्व के कारण रोक दिया गया था कि एमटीएनएल सरकार पर था। 1.1.2018 से पहले सेवानिवृत्त हुए एमटीएनएल के हमारे प्रिय कॉमरेडों के लिए यह एक उत्कृष्ट और बहुत ही सकारात्मक खबर और सफलता है और पिछले पांच वर्षों से इसे पाने के लिए तरस रहे थे।
उन्होंने एम(एस) और एम(एफ) दोनों से बीएसएनएल/एमटीएनएल पेंशनरों के संयुक्त फोरम की बैठक के लिए समय और तारीख भी ली।
एम(एस) 21 मार्च, 23 को दोपहर 1.15 बजे संयुक्त फोरम से मिलेंगे और एम(एफ) 21, 23 को दोपहर 12 बजे संयुक्त फोरम से मिलेंगे।
सचिव (टी) के पीपीएस से मुलाकात की जिन्होंने स्पष्ट रूप से आश्वासन दिया कि वह सचिव (टी) के साथ भी चर्चा करेंगे और बैठक की तारीख और समय की सूचना देंगे। संयुक्त मंच के साथ।
संयोग से डीओटी में निदेशक/वित्त/बीएसएनएल बोर्ड से मुलाकात हुई
उन्होंने बताया कि वह सीजीएचएस अंशदान पर आयकर के मुद्दे की जांच कर रहे हैं और जल्द ही इस पर निर्णय लेंगे;
सीजीएचएस के निर्देशों के अनुसार महामारी के दौरान मौजूदा नुस्खे के आधार पर बीएसएनएल कर्मचारियों को चिकित्सा प्रतिपूर्ति का लाभ उठाने की अनुमति देने के लिए निदेशक (एचआर)/बीएसएनएल के अनुमोदन के प्रस्ताव के मुद्दे पर सीनियर जीएम (ए)/बीएसएनएल के साथ बैठक। वरिष्ठ महाप्रबंधक ने बताया कि इस प्रयोजन के लिए प्रस्ताव शीघ्र ही निदेशक (मानव संसाधन) को उनकी स्वीकृति के लिए भेजा जाएगा। हमारी पिछली बैठक में निदेशक (एचआर) पहले ही सीजीएचएस की तर्ज पर बीएसएनएल कर्मचारियों को इस रियायत का विस्तार करने पर सहमत हुए थे।
दुर्भाग्य से, पीजीएम (पी)/बीएसएनएल, जिनके साथ हमें सर्वोच्च न्यायालय के निर्णय के अनुसार नियम 206 के कार्यान्वयन पर चर्चा करनी थी, छुट्टी पर हैं और 16 मार्च, 2023 को कार्यभार संभालेंगे।
साथ ही पीजीएम (ई)/बीएसएनएल और डीजीएम (ई) जिनके साथ वे केरल के स्थानापन्न जेटीओ के मुद्दे पर चर्चा करने वाले थे। दुर्भाग्य से, दोनों छुट्टी पर हैं और 20 मार्च, 2023 को ज्वाइन करने की उम्मीद है।
