Shri S.C. Maheshwari, Secretary General, Bharat Pensioner Samaj – Visit to BDPA (I) CHQ Ahmedabad on 4th March, 2025

        D.D. Mistry & A.N. Patel, while discussing the issue faced by BSNL Pensioners pointed out the following issues.

  1. 8th C.P.C. and general issues.
  2. Inclusion of MTNL/BSNL Pensioners Pension Revision issue.
  3. While empaneling HOSPITALS by BSNL, at present BSNL places condition of giving business to Hospital to BSNL, and rejects empanelment if hospital is not giving business. This is unwarranted. Conditions can be charging at CGHS rates.
  4. The CCA are not issuing minutes after pension Adalats.
  5. For Medical Reimbursement of Pensioners for BSNL Pensioners who have not opted for CGHS, their payment are inordinately delayed and fixed medical advance is given yearly, that not regularly but when funds are available, whereas working employees are getting their medical each month in with salary.
  6. A need to have mechanism to listen grievances of BSNL Pensioners, falling in their duty hours, as CCA Pension  is not competent to settle them in Pension Adalats and the CGM’s representative present are not aware of the issued as they concern to different SSA Heads jurisdiction; and assurance given by CGM’s representative remains only on paper.
  7. There is sufficient space is available with BSNL Offices, if the Pensioner are given such space on nominal rent alike credit society etc. it will be helpful to the pensioners associations.
  8. The CCAs are not publishing list of Pensioners who’s DLC Expires, so Association cannot approach the pensioners and help them to issue DLCs. Formerly such list were regularly issued each month. After Sampann, this process is stopped.
  9. DLCs are issued by BDPA Pensioners only in large numbers, but no note is taken thereof alike other C.G. Pensioners.
  10. We are maintaining our own office, it will be better, our association is also considered for grant in aid alike other associations, on fulfilling all conditions.
  11. At present, BSNL Pensioner desiring to switch over to CGHS, as first to surrender his Medical Identity Card, then apply and pay huge amount to CGHS first by himself. Then he has to apply for reimbursement from BSNL. If the BSNL Corporate office directly pay the CGHS Subscription, many pensioners can avail the facility, as normally after one decade after retirement, it is nearly impossible to pay such huge amount.
  12. In District Level, in many places BSNL Pensioners find it difficult to approach GMs, on the plea that they are not recognized.

Shri S.C. Maheshwari expressed solidarity and assured to extend all the possible support by BPS to represent and resolve the issued.

Thereafter, they left to address the meeting of all the Pensioners Association of Ahmedabad present in the BDPA (INDIA) Office.

        On 4th March, 2025, Shri S.C. Maheshwari paid visit to BDPA (I) C.H.Q. Office at 16.00 hours and addressed meeting of office bearers of BDPA (I), AIBSNLPWA, AIBSNLREA and P&T & Ors C.G. Pensioners. He spoke at length BPS stand on inclusion of Pension Revision of MTN/BSNL Pensioners in terms of reference in 8th C.P.C. Also enlighten on the issue like to be represented by BPS for all Central Government Pensioners before 8th CPC with full justification and also spoke on lacuna so far observed in earlier CPCs.

            He was given flowers bouquet by all the Pensioners Representative present in the meeting. The meeting was arranged by the BDPA (INDIA) C.H.Q. Ahmedabad, which was appreciated by all the Pensioners Association for providing opportunity to meet the SG BPS New Delhi.

            Shri Surinder and Ms Meenakshi Gupta, from AFSAR organization, MOU partner with BPS also present and spoke on the need and opportunities available for 2nd carrier after retirement and the facility they offer for free uploading of VC by retired persons interested for 2nd opportunity. They have been advised by DOPPW to have an MOU with BPS. They requested the Pensioners to take advantage of their services.
